Can a non-UK resident start a business in the UK?

I am a Chartered psychologist and I wish to start my online business, i.e., offering online counselling and being paid via paypal and/or bank payments. I am Greek and currently living in Athens, but I do not wish to start my business in Greece. I have worked in the UK a few years ago and thus I have a UK National Insurance Number and a Natwest bank account. My accountant suggested that I start my business in the UK. What would you advise me to do?

Your accountant is correct. It is very easy to set up business in the UK, even if you live elsewhere. You can register as a sole trader if you have a National Insurance number, or you can incorporate a limited company online, but you will be liable to pay UK taxes on any income received from the UK.
